
Scott R. Davis is an elected Pennsylvania State Constable, technology executive, and cybersecurity leader with more than 25 years of experience protecting organizations through both physical and digital security strategies. He is the founder and owner of Soladarus, a managed services and cybersecurity firm focused on helping businesses strengthen their operational resilience through proactive IT management, governance, and security best practices.
Scott also serves as the President and Founder of the Cybersecurity Association of Pennsylvania, where he leads statewide initiatives to advance cybersecurity awareness, workforce development, and collaboration between the public and private sectors. Through this work, he actively promotes policies and educational programs designed to strengthen Pennsylvania’s cyber readiness and protect businesses, municipalities, and critical infrastructure from evolving digital threats.
Throughout his career, Scott has advised and supported hundreds of organizations ranging from small businesses, large enterprises as well as county and local governments. Helping them develop practical cybersecurity strategies, regulatory compliance programs, and business continuity frameworks. His expertise spans leadership, governance, risk management, compliance, and incident response.
In addition to his professional leadership, Scott is a passionate educator and mentor. He has served as an adjunct professor and on multiple academic advisory boards, helping shape cybersecurity and information technology curricula while mentoring the next generation of IT and cybersecurity professionals. He is also a sought-after speaker who has delivered presentations across the United States and internationally on topics including cybersecurity leadership, risk management, and the future of digital security.
Scott resides in Central Pennsylvania with his wife, Kelly, and their three children, where he remains actively engaged in community service, public safety, and initiatives that strengthen both cybersecurity and civic leadership across the Commonwealth.
