The Pennsylvania Leadership Conference is the premiere gathering of public policy conservatives each year in the Keystone State.  It is the largest and longest-running of the state-based conservative conferences regularly attracting a long list of conservative elected officials, scholars, journalists, and activists for three days of speeches, panel presentations, workshops, and networking.

This year’s Pennsylvania Leadership Conference will provide attendees with an expanded menu of workshop sessions on Thursday and a new welcome reception on Thursday evening.

Workshop sessions include: From Community to the Capitol: Recruiting the Right Leaders; Stop Shapiro’s Tax Hikes; Getting Stuff Right: Protecting Life, Families & Religious Liberty; Are Your Ready to Run: Questions to Ask Yourself Before Running for Office; Show Me the Money: Putting the Fun in Fundraising; Faith & Politics: Appealing to Conservatives of Faith; Social Media: Battling the Keyboard Warriors; Public Speaking: Overcoming the World’s # 1 Fear; Capturing the Youth Vote: Engaging a New Generation: The Real Nature of Politics; Powering Pennsylvania: Energy Policy, Prices and Jobs; Roadmap to an America First Immigration System: Election Integrity & Litigation: Inside and Outside the Commonwealth; Pennsylvania’s Shifting Coalitions; A History of the Republican Party.

The 2026 Pennsylvania Leadership Conference will feature five panel presentations including: The Health Care Check Up: Why Competition Beats Bureaucracy; Ain’t Got Stuff Done: Examining Governor Shapiro’s record; Ideas to Impacts: Entrepreneurship in Pennsylvania; Protect Women’s Sports; and Powering the Future: Energy and AI in Pennsylvania.

Larissa Martinez is Founder and President of Women’s Public Leadership Network (WPLN), a nonprofit that educates, organizes, and inspires center and right-leaning women to enter public office at all levels of government and be effective leaders.

Larissa is also the President of the consulting firm, Alyte Impact Advisors, whose clients include public leaders, candidates, and organizations aimed at supporting them on the Right such as Catalyst PAC, Lion Leadership Fund, and WPLN Action. In addition, she is an Adjunct Professor with the University of San Francisco where she teaches both master’s and undergrad students. She is also the author of a children’s book, “My Mommy Is a Candidate,” with her sister, Young Children Teaching Artist Mari Martinez Zinser.

Prior to founding WPLN, Larissa served as a Senior Government Relations Professional at Invariant, representing companies ranging from start-ups and Fortune 500s.  She has also worked in the Washington offices of three U.S. Senators and two U.S. Congressmen, advising on a range of issues from immigration reform to those in front of the Senate Commerce Committee.

Daniel Garza is president of The LIBRE Initiative. Daniel served as deputy director of external and intergovernmental affairs at the Department of Interior and then associate director of the Office of Public Liaison in George W. Bush’s White House. In 2007, Daniel has served as Board-member of Harvard University's Kennedy School - Journal of Hispanic Policy. He was designated one of D.C.’s “Influentials” by Congressional Quarterly Magazine and 1 of the 50 most influential voices in D.C. by The National Journal. Currently, Daniel is teaching a Masters' course on leadership for La Universidad de Valencia-Spain.

Jennie Dallas is one of the Commonwealth’s leading Hispanic conservative voices. Jennie serves as the Pennsylvania Strategic Director for The LIBRE Initiative, where she oversees statewide grassroots engagement and policy operations. In this role, Jennie partners directly with members of the Pennsylvania House and Senate to advance pro-growth tax reform, lower healthcare costs, and expand education freedom. She builds coalitions, mobilizes grassroots pressure, and drives measurable results. Jennie work has strengthened civic participation and elevated the voice of Hispanic conservatives across Pennsylvania.

Beyond her policy work, Jennie is a successful small business owner. She operates JJ Smart Promotions, which publishes La Voz Latina Central, a bilingual publication serving six central Pennsylvania counties and connecting families to news, resources, and civic engagement opportunities.
